According to a United States
Department of Justice
statistics report, at the end of 2002, over
over 4.7 million adult men and
women were under Federal, State, or local probation or
parole jurisdiction.
The Bureau of Statistics
state
by state report shows a steady increase since 1977
of people on probation. According to the report, Texas
has the largest population of over 400,000 people on
probation.
In 2002, 6.7 million people were under some form of
correctional supervision.
As this article in
The Olympian illustrates, the cost to build and
operate even small to medium size facilities can be
over $100 Million to build and $10 Million per year to
operate resulting in a cost of $69 per day
per inmate.
The
Home Office report for the government in the UK
report indicates that there are over 100,000 people on
probation and as indicated on page 11 of the report,
the UK is moving more people onto electronic
monitoring systems as described in the above APPA
report.
